Greenhouse Gas Emission Reduction Scheme Analysis Program

In response to the international trend of net zero emission, and for the purpose of accelerating the emission reduction and pursuing sustainable development, Taiwan Environmental Protection Agency (EPA) started the process of amending Greenhouse Gas Reduction and Management Act (The Act). In October 2021 the amending draft had been publicly announced, and the article of the draft had reviewed by Legislative Yuan in May 11 and 12 of 2022. The amended contents includes the change of the title of The Act “Climate Change Responsive Act”, the adjustment of long-term emission reduction goal, improvement of emission reduction and management scheme, introduction of robust carbon pricing incentive scheme and adaptation measures. This project aims for “assistance with the progress in amending The Act ”, “establishment of the emission intensity data from emission sources ”and “gathering information about the trend of the development of international carbon trading system”. The outcomes of this project include the following: (1) analyzing the trend of the development of international climate change responsive policy as well as reductions, management, and incentive measures in 5 reports; (2) summarizing the opinion from various parties about the draft, and suggesting the amendment of the draft after the review by Legislative Yuan; (3) drafting Enforcement Rules of Climate Change Responsive Act; (4) establishing the data about emission intensity of steel (including electric arc furnace and integrated steel) sector, cement sector, semiconductor sector, TFT-LCD sector and power sector; (5) establishing the emission baseline for emission sources and the principle to establish emission baseline; (6) analyzing the responsive measure to address the issue on market scale and liquidity and proposing the feasible allowance and credit auction.
